Abstract

This study aims to analyze teacher certification and professional development policies in Indonesia using a Systematic Literature Review (SLR) approach. This study compiles and analyzes previous research on the regulation, implementation, challenges, and impact of teacher certification policies on improving the quality of national education. The research findings indicate that teacher certification policies in Indonesia are based on Law Number 14 of 2005 concerning Teachers and Lecturers, along with various implementing regulations governing the certification process through the Teacher Professional Education Program (PPG). This program has proven effective in improving teachers’ pedagogical, professional, social, and personal competencies, as well as motivating them through professional allowances. However, the implementation of this policy still faces challenges such as uneven distribution, disparities in access to training across regions, and a lack of ongoing support after certification. Therefore, it is necessary to improve the quality of training, ensure equitable access, and strengthen ongoing evaluation to make this policy more effective in enhancing teacher professionalism and the quality of national education across the board.
